Whats the name of that 80’s program?

I remember that there was a boy who used to search for miniture leaning tower of pisa statues (they had numbers underneath them). At the end of the series he went to the actual Tower of pisa and placed these stautes onto this table like thing in numerical order and the actual Tower of Pisa turned into a rocket and blasted of into space. I rememebr the bad guy used to tickle peoples feet with a feather but i dont think you saw he bad guys face. Does anyone know what im talking about?
